    A BILL TO AMEND SECTION 14-7-1730, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE AUTHORITY OF THE PRESIDING JUDGE TO HEAR MATTERS ARISING FROM THE PROCEEDINGS OF THE STATE GRAND JURY, SO AS TO PROVIDE THAT A PERSON INDICTED BY A STATE GRAND JURY FOR A BAILABLE OFFENSE MUST HAVE A BOND HEARING WITHIN TWENTY-FOUR HOURS AND BE RELEASED WITHIN A REASONABLE TIME.
