    A Bill to amend Section 28-2-450, Code of Laws of South Carolina, 1976, relating to a municipality's right of condemnation not being limited to the county in which it is located, so as to provide that a municipality may not condemn land outside its corporate limits for purposes of establishing a park, playground, or recreational facility, and to provide that the establishment of a park, playground, or recreational facility by a municipality outside its corporate limits is not considered to be a public purpose of the municipality for which the power of eminent domain may be used.
