    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 38-77-630 so as to provide that an automobile liability insurance policy may not be ceded to the South Carolina Reinsurance Facility unless it is accompanied by a renewal notice, a motor vehicle report issued within sixty days of the date of the binder and the full, proper premium, or, in the case of an applicant having a driver's license from another state but not yet licensed in this State, a copy of his license.-amended title
