Smith, Tripp, Walker, Davenport, Fair, Allison, Lanford and Cato: A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 55-11-230 SO AS TO CREATE AN AIRPORT ENVIRONS AREA AND SUB-AREA WITHIN THE GREENVILLE-SPARTANBURG AIRPORT DISTRICT AND CREATE AN AIRPORT ENVIRONS PLANNING COMMISSION, TO CONFER CERTAIN POWERS TO THE COMMISSION TO ENSURE COMPATIBLE LAND USE OF PROPERTY IN THE ENVIRONS AREA, TO PROVIDE FOR THE COMPOSITION OF THE COMMISSION, TO PROVIDE THAT ANY LAWFUL USE WHICH EXISTS ON THE DATE OF ADOPTION BY THE COMMISSION OF UNIFORM PROVISIONS AND WHICH IS INCONSISTENT WITH THE PROVISIONS OF THE UNIFORM LAND USE PLAN OR UNIFORM PERFORMANCE BUILDING STANDARDS IS EXEMPT FROM THE UNIFORM PROVISIONS, TO PROVIDE THAT ANY COSTS, FEES, OR AWARDS ARISING FROM OR AS A RESULT OF ANY ACTION OF THE COMMISSION OR ENFORCEMENT OF THE UNIFORM PROVISIONS IN EXCESS OF FUNDS RECEIVED TO DEFRAY THESE COSTS, FEES, OR AWARDS MUST BE BORNE BY THE COUNTIES IN WHICH THE GREENVILLE-SPARTANBURG AIRPORT DISTRICT IS LOCATED, TO PROVIDE THAT ANY MUNICIPALITY OR COUNTY ADMINISTERING THE COMPREHENSIVE LAND USE PLAN AND UNIFORM BUILDING STANDARDS ADOPTED BY THE COMMISSION IS ONLY LIABLE FOR ANY COSTS, FEES, OR AWARDS ARISING FROM THEIR MINISTERIAL ACTS; AND TO PROVIDE THAT WITHIN SIXTY DAYS OF THE EFFECTIVE DATE OF THIS ACT THE COMMISSION MUST GIVE ACTUAL NOTICE, BY USE OF THE UNITED STATES POSTAL SERVICE, TO THOSE PROPERTY OWNERS WHOSE PROPERTY IS LOCATED PARTIALLY OR TOTALLY WITHIN THE AIRPORT ENVIRONS AREA.

H. 3605 -- Rep. Wilkins: A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 2-19-90 SO AS TO PROHIBIT A MEMBER OF THE GENERAL ASSEMBLY FROM CASTING A VOTE FOR HIMSELF IN AN ELECTION IN WHICH HE FILES AS A CANDIDATE FOR AN OFFICE WHICH IS ELECTED BY THE GENERAL ASSEMBLY.

H. 3606 -- Rep. Richardson: A BILL TO AMEND SECTION 27-32-10, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO DEFINITIONS FOR PURPOSES OF VACATION TIME SHARING PLAN, SO AS TO REVISE THE DEFINITION OF VACATION TIME SHARING OWNERSHIP PLAN TO, AMONG OTHER THINGS, PROVIDE THAT SUCH A PLAN IS AN INTEREST IN SUCH PROPERTY, TO ALLOW SUCH A PLAN TO BE CREATED IN A CONDOMINIUM ESTABLISHED FOR A TERM FOR YEARS IN LEASEHOLD INTEREST OF MORE THAN THIRTY YEARS, AND PROVIDE THAT ALL SUCH INTERESTS ARE RECOGNIZED AS INTERESTS IN REAL PROPERTY, AND TO REVISE THE DEFINITION OF VACATION TIME SHARING LEASE PLAN SO AS TO PROVIDE THAT THESE LEASES DO NOT CONVEY AN INTEREST IN REAL PROPERTY.

Allison, Townsend, Stille, Sharpe, Wilkins, Wright and Anderson: A BILL TO AMEND SECTION 59-103-10, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE STATE COMMISSION ON HIGHER EDUCATION, SO AS TO REVISE THE MEMBERSHIP OF THE COMMISSION AND THE MANNER IN WHICH THE MEMBERS ARE SELECTED; TO ADD SECTION 59-103- 45 SO AS TO PROVIDE THAT THE COMMISSION ON HIGHER EDUCATION SHALL ESTABLISH PROCEDURES FOR THE TRANSFERABILITY OF UNDERGRADUATE COURSES BETWEEN TWO-YEAR AND FOUR-YEAR INSTITUTIONS, COORDINATE WITH THE STATE BOARD OF EDUCATION THE APPROVAL OF CERTAIN SECONDARY EDUCATION COURSES, AND REVIEW UNDERGRADUATE ADMISSION STANDARDS FOR IN-STATE AND OUT-OF-STATE STUDENTS; TO AMEND SECTION 59-103-60, RELATING TO RECOMMENDATIONS OF THE COMMISSION ON HIGHER EDUCATION TO THE BUDGET AND CONTROL BOARD AND THE GENERAL ASSEMBLY, SO AS TO INCLUDE THE GOVERNOR'S OFFICE AS A RECIPIENT OF SUCH RECOMMENDATIONS AND DELETE THE BUDGET AND CONTROL BOARD, AND PROVIDE THAT THE HOUSE WAYS AND MEANS COMMITTEE AND THE SENATE FINANCE COMMITTEE AS WELL AS THE BUDGET AND CONTROL BOARD MAY REFER TO THE COMMISSION CERTAIN REQUESTS OF INSTITUTIONS OF HIGHER LEARNING; TO AMEND SECTION 59-103-90 RELATING TO THE PROFESSIONAL STAFF OF THE COMMISSION, SO AS TO PROVIDE THAT THE EXECUTIVE DIRECTOR SHALL BE APPOINTED BY THE COMMISSION TO SERVE AT ITS PLEASURE WITH NO GRIEVANCE RIGHTS, AND TO PROVIDE THAT THE OTHER PROFESSIONAL STAFF COMPLEMENT OF THE COMMISSION SHALL BE ESTABLISHED BY THE EXECUTIVE DIRECTOR RATHER THAN THE COMMISSION; AND TO CREATE A JOINT LEGISLATIVE COMMITTEE TO STUDY THE GOVERNANCE, OPERATION, AND STRUCTURE OF HIGHER EDUCATION IN SOUTH CAROLINA.

H. 3608 -- Reps. Govan, Beatty, Moody-Lawrence and White: A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 56-19-485 SO AS TO PROVIDE, AMONG OTHER THINGS, THAT WHENEVER ANY MOTOR VEHICLE WHICH QUALIFIES AS "WRECKAGE" OR "SALVAGE" IS TRANSFERRED IN THIS STATE PURSUANT TO SECTION 56-19- 480, WHETHER THE VEHICLE, IMMEDIATELY BEFORE THE TRANSFER, WAS TITLED IN THIS STATE OR IN ANOTHER STATE, THE VEHICLE SHALL BE DESIGNATED AS "WRECKAGE" OR "SALVAGE", AS MAY BE APPLICABLE, TO THE EXTENT NECESSARY TO INFORM THE TRANSFEREE OF THE EXACT CONDITION OF THE VEHICLE.

H. 3609 -- Reps. Govan, Moody-Lawrence, White and Beatty: A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 56-3-450 SO AS TO PROVIDE THAT FOR THE PURPOSE OF REGISTRATION AND TITLING OF SALVAGED MOTOR VEHICLES THE STATE OF SOUTH CAROLINA SHALL FOLLOW THE PROVISIONS OF THE FEDERAL ANTI CAR THEFT ACT OF 1992.

H. 3610 -- Reps. Spearman, Huff, McKay, Koon, Riser and Knotts: A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 56-3-635 SO AS TO PROVIDE FOR A ONE DOLLAR ANNUAL SURCHARGE ON ALL MOTOR VEHICLE REGISTRATION AND LICENSING FEES, AND TO PROVIDE THAT THE FUNDS RECEIVED FROM THIS SURCHARGE SHALL BE DISTRIBUTED TO THE SEVERAL COUNTIES AND CERTAIN OTHER ENTITIES OF THE STATE IN A SPECIFIED MANNER FOR EMERGENCY MEDICAL SERVICE (EMS) PURPOSES.

TO DIRECT THE DEPARTMENT OF SOCIAL SERVICES TO APPLY FOR WAIVERS FROM THE FEDERAL GOVERNMENT TO IMPLEMENT CERTAIN PROVISIONS OF THIS ACT; TO REQUIRE THE LEGISLATIVE AUDIT COUNCIL TO EVALUATE AND REPORT TO THE GENERAL ASSEMBLY ON THE EFFECTIVENESS OF THIS ACT; TO INCLUDE A SEVERABILITY CLAUSE; TO DESIGNATE SECTIONS 20-70-840 THROUGH 20-7-938 AS PART I, SUBARTICLE 3, ARTICLE 9, CHAPTER 7, TITLE 20 AND NAMED "CHILD SUPPORT PROCEEDINGS AND ENFORCEMENT"; AND TO PROVIDE FOR TEMPORARY DEFINITIONS RELATIVE TO THE ENFORCEMENT OF CHILD SUPPORT BY LICENSE REVOCATION.
