    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 56-5-4170 SO AS TO PROVIDE THAT A PERSON MAY NOT TENDER A VEHICLE THAT IS IN VIOLATION OF FEDERAL MOTOR CARRIER SAFETY REGULATIONS TO A CARRIER OR DRIVER, TO PROVIDE FOR PUBLIC SERVICE SAFETY INSPECTIONS BY THE DEPARTMENT OF PUBLIC SAFETY UNDER CERTAIN CONDITIONS, TO PROVIDE THAT AN OPERATOR MUST BE REIMBURSED FOR FINES, PENALTIES, AND REPAIRS INCURRED PURSUANT TO AN OUT-OF-SERVICE ORDER UNDER CERTAIN CONDITIONS BY A TENDER, TO PROVIDE FOR THE MONITORING OF ROADSIDE SAFETY INSPECTIONS, AND TO PROVIDE EXCEPTIONS TO THIS PROVISION FOR RAILROAD OR RAILROAD INTERMODAL CARRIERS AND MOTOR CARRIER OPERATORS.-AMENDED TITLE
