The Senate assembled at 10:00 A.M., the hour to which it stood adjourned, and was called to order by the PRESIDENT.

A quorum being present, the proceedings were opened with a devotion by the Chaplain as follows:

Election to the Position of Supreme Court
Chief Justice

The PRESIDENT announced that nominations were in order to elect a successor to the position of Supreme Court, Chief Justice.

Senator LARRY MARTIN, Chairman of the Judicial Merit Selection Commission, indicated that the Honorable Costa M. Pleicones had been screened and found qualified to serve.

Senator LARRY MARTIN placed the name of the Honorable Costa M. Pleicones in nomination, moved that nominations be closed and, with unanimous consent, the vote was taken by acclamation, resulting in the election of the nominee.

Whereupon, the PRESIDENT announced that the Honorable Costa M. Pleicones was elected to the position of Supreme Court, Chief Justice for the term to expire July 31, 2024.

Election to the Position of Family Court
4th Judicial Circuit, Seat #1

The PRESIDENT announced that nominations were in order to elect a successor to the position of Judge, Family Court, 4th Judicial Circuit, Seat #1.

Senator LARRY MARTIN, Chairman of the Judicial Merit Selection Commission, indicated that the Honorable Bryan W. Braddock and the Honorable Cely Anne Brigman had been screened and found qualified to serve.

On motion of Senator LARRY MARTIN, the name of the Honorable Bryan W. Braddock was withdrawn from consideration.

Senator LARRY MARTIN placed the name of the Honorable Cely Anne Brigman in nomination, moved that nominations be closed and, with unanimous consent, the vote was taken by acclamation, resulting in the election of the nominee.

Senator PEELER, Chairman of the Committee to Screen Candidates for State Colleges and Universities, indicated that George E. Mullen had been screened and found qualified to serve and placed his name in nomination.

Senator PEELER, Chairman of the Committee to Screen Candidates for State Colleges and Universities, indicated Glenn A. McCall had been screened and found qualified to serve and placed his name in nomination.

Senator PEELER moved that nominations be closed and, with unanimous consent, the vote was taken by acclamation, resulting in the election of the nominee.

Whereupon, the PRESIDENT announced that the Honorable Glenn A. McCall was elected to the position on the Board of Trustees for Winthrop University, at-large, Seat #10 for the term to expire June 30, 2021.

Election to the Old Exchange Building Commission
At-Large

The PRESIDENT announced that nominations were in order to elect a successor to the at-large position on the Old Exchange Building Commission.

Senator PEELER indicated that Greg Ohanesian had been screened and found qualified to serve.

On motion of Senator PEELER, the name of Gregory H. Ohanesian was placed in nomination.

Senator PEELER moved that nominations be closed and, with unanimous consent, the vote was taken by acclamation, resulting in the election of the nominee.

Whereupon, the PRESIDENT announced that the Honorable Gregory H. Ohanesian was elected to the at-large position on the Old Exchange Building Commission for the term to expire June 30, 2021.

Election to the Board of Trustees for
Wil Lou Gray Opportunity School
Three At-Large Seats

The PRESIDENT announced that nominations were in order to elect successors to positions on the Board of Trustees for Wil Lou Gray Opportunity School, three at-large seats.

Senator PEELER indicated that Earle M. Bennett, Deborah S. Blalock and Robert N. Collar had been screened and found qualified to serve and placed their names in nomination.

Senator PEELER placed the names of Earle M. Bennett, Deborah S. Blalock and Robert N. Collar in nomination.

Whereupon, the PRESIDENT announced that the Honorable Earle M. Bennett, the Honorable Deborah S. Blalock and the Honorable Robert N. Collar were elected to a position on the Board of Trustees for the Wil Lou Gray Opportunity School, at-large seats for the term to expire June 30, 2019.

Election to the Legislative Audit Council

The PRESIDENT announced that nominations were in order to elect two successors to the Legislative Audit Council.

Senator HAYES indicated that Mr. Thomas F. Harnett and Mr. John B. Dangler had been screened and found qualified to serve and their names were placed in nomination.

Senator HAYES moved that nominations be closed and, with unanimous consent, the vote was taken by acclamation, resulting in the election of the nominees.

Whereupon, the PRESIDENT announced that the Honorable Thomas F. Harnett and the Honorable John B. Dangler were elected to the Legislative Audit Council for the terms prescribed by law.

The purposes of the Joint Assembly having been accomplished, the PRESIDENT declared it adjourned, whereupon the Senate returned to its Chamber and was called to order by the PRESIDENT.

/   (C)   The fees collected pursuant to this section must be credited to the Department of Transportation State Non-Federal Aid Highway Fund. Fifteen percent of the funds raised by the increase in the motor fuel user fee imposed by this subsection shall be apportioned among the counties of the State in the manner provided in Section 12-28-2740. The remaining fees collected pursuant to this section shall be credited to the State Highway Fund."       /

/     (G)   From each biennial registration and license fee collected, sixteen dollars shall be credited as follows: fifteen percent of the funds raised by the increase in the motor fuel user fee imposed by this subsection shall be apportioned among the counties of the State in the manner provided in Section 12-28-2740 and the remainder credited to the State Highway Fund."       /

On motion of Senator McELVEEN, with unanimous consent, the Senate stood adjourned out of respect to the memory of Dr. Charles R. Propst of Sumter, S.C. Dr. Propst attended The Citadel and then the Medical College of South Carolina. He joined the Navy and later became Medical Director for Tuomey Regional Medical Center and was a professor of pediatrics at USC School of Medicine. He was very involved in the Sumter community and the YMCA. Dr. Propst was a loving husband, devoted father and doting grandfather who will be dearly missed.
