    A BILL TO AMEND SECTION 38-43-20, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO PERSONS WHO ARE EXEMPTED FROM THE PROVISION THAT REQUIRES AN AGENT FOR AN INSURER OR FOR A FRATERNAL BENEFIT ASSOCIATION TO POSSESS A LICENSE ISSUED TO HIM BY THE DEPARTMENT OF INSURANCE, SO AS TO ADD CERTAIN LIMITED INSURANCE LICENSEES TO THE LIST OF PERSONS COVERED BY THIS EXEMPTION; AND TO AMEND CHAPTER 43, TITLE 38, RELATING TO AUTOMOBILE INSURANCE, BY ADDING ARTICLE 4 SO AS TO PROVIDE THE DIRECTOR OF THE DEPARTMENT OF INSURANCE THE AUTHORITY TO ISSUE TO A RENTAL COMPANY A LIMITED LICENSE WHICH AUTHORIZES THE COMPANY TO OFFER OR SELL INSURANCE IN CONNECTION WITH THE RENTAL OF A MOTOR VEHICLE.-amended title
